Candidates are required to carefully read the explanations and application conditions stated in this announcement text before completing the application process. Applications will be received via the Turkish Employment Agency (İŞKUR) esube.iskur.gov.tr ​​address, by making an electronic (online) user login between the dates 26/12/2022 – 30/12/2022.

4. Procurements will be met at the provincial level in the types of services/occupations required by our Ministry. In applications, the addresses of the persons registered in the Address Based Population Registration System will be taken into account.

5. Candidates will apply to only one workplace among the announced positions.

6. Ex-convicts who have been dismissed from their duties or profession in accordance with the relevant disciplinary legislation of public institutions and organizations should not apply to the announced positions.

7. Those who were injured in the fight against terrorism without being considered disabled, those who were dismissed from their duties or profession in accordance with the relevant disciplinary legislation of public institutions and organizations, and those who are deprived of public rights should not apply to the announced positions.

8. Following the submission of the application list to our Ministry by İŞKUR, the original and reserve lists to be taken for the exam will be determined by drawing lots.

List of candidates to take the exam; Based on the lists sent by İŞKUR and including all the applicants who meet the requirements of the request, four times the vacant staff is the original and four times the substitute, and based on the lists that include all the applicants with priority right, four times the vacant staff is the original and four times the reserve. will be determined by lot in the presence of a notary public. The lists of main and substitute candidates to be taken for the exam determined by lottery will be published on the website of the General Directorate of Management Services, yhgm.saglik.gov.tr.

9. The date and time of the lottery, the place of the lottery, the results of the lottery, information and documents regarding the assignment will be announced on the website of the General Directorate of Management Services. The announcement will be deemed to have superseded the notification, and no further notification will be made to the addresses of the concerned persons by mail.

10. The lists of candidates to be taken for the exam determined by the lottery procedure (principal and reserve candidate lists, and primary and alternate candidate lists of priority) will be sent to the relevant Provincial Health Directorate. They will deliver their documents to the General Documentation Unit of the General Directorate of Management Services between the dates specified. The relevant documents will be checked by the central organization of the Ministry and the provincial health directorates, and the candidates who meet the demand conditions will be taken to the exam. Among the candidates determined as the main result of the lottery by the Ministry, those who do not apply within the time limit or those who apply within the time limit but do not meet the application requirements and those who do not participate in the exam will be taken to the exam, starting from the person in the first row of the reserve list determined as a result of the lottery.

11. Receiving the application documents of the candidates to be taken for the exam, examining the documents and examination procedures will be carried out by the General Directorate of Management Services in the central organization and by the Provincial Health Directorates in the provincial organization.

12. The method of the exam to be administered; It is an "Oral Exam" and measurement and evaluation will be carried out in accordance with the professional knowledge and skills of the candidates in the field of service to which they apply, and their competencies in the duties they will be obliged to carry out.

13. The place and dates of the oral exam of the candidates who will take the exam will be announced on the website of the General Directorate of Management Services in the central organization, the website of the relevant Provincial Health Directorate in the provincial organization, and the exam results will be announced on the website of the General Directorate of Management Services. The announcements will be deemed to have replaced the notification, and no separate notification will be made to the addresses of the relevant persons by mail.

14. In the oral exam, all candidates will be evaluated over 100 (one hundred) full points, and the success score and success ranking of the candidates will be determined based on this score. However, in case of equality of success points; Spouses and children of the worker who died as a result of an occupational accident or occupational disease or who became disabled in the workplace affiliated to the Ministry of Health, the older one, the ones who have completed higher education based on the diplomas obtained by the examination board in case their age is the same, and the ones who have the same education level as of the graduation date. The success ranking will be determined starting from the highest score by giving priority to the graduates.

15. Candidates who do not attend the exam on the announced exam dates, although they are entitled to take the exam, will be deemed to have lost their right to take the exam. Those who do not attend the exam will be taken to the exam, starting from the person in the first row of the reserve candidate list determined as a result of the lottery.

16. The provision in the phrase “priority in sending to work” specified in Article 5 of the Regulation on the Procedures and Principles to be Applied in Recruitment of Workers to Public Institutions and Organizations shall not constitute a right in favor of the applicant in the said placement.

17. By the exam board, starting from the candidate with the highest success score according to the exam results of all candidates, including those who have the right to send priority, as many as the number of announced positions and the same number of substitute candidates will be determined and announced on the website of the General Directorate of Management Services.

18. Candidates can submit their objection petitions regarding the exam results in writing to the General Directorate of Management Services for the central organization and to the relevant Provincial Health Directorate for the provincial organization, within 2 (two) working days following the announcement of the exam results. The appeal petitions will be forwarded to the examination boards immediately and the relevant boards will evaluate the objections within 2 (two) working days.

19. Evaluation results of the candidates who objected and the final success list of the candidates who are entitled to be appointed by being successful in the exam will be published on the website of the General Directorate of Management Services. The announcement will be deemed to have superseded the notification, and no further notification will be made to the addresses of the concerned persons by mail.

20. Among those who are entitled to be appointed, those who are unable to start their duties due to an excuse (birth, illness, military service, etc.); If they document this situation and apply to the General Directorate of Management Services through the relevant Provincial Health Directorate, they will be assigned to the service unit where they are placed within the appropriate time following the end of the situation that prevents them from starting their duties, provided that they meet the other assignment conditions.

21. Among the candidates who are entitled to be appointed as a result of the oral exam, those who do not submit the application documents for appointment without a valid excuse within the period specified in the announcement regarding the appointment procedures, or those who have submitted the documents but have completed the appointment but have not started their duty within the period specified in the said announcement without an excuse, as of the date of notification. Those who do not want to start working or who are not started to work after it is understood that they do not meet the conditions of appointment, those who are started to work but do not meet the conditions for appointment later, those whose contracts are terminated within a one-month probationary period in accordance with Article 15 of the Enterprise Collective Bargaining Agreement, and those whose contract is terminated during the trial period, instead of those who are in the first row of the reserve list determined according to the results of the oral exam. Appointments can be made according to the same procedure within the specified period from those who meet the requirements, starting from the individual.

22. Candidates who do not have the qualifications required for appointment as a result of the placement and those who have made false, misleading or false statements will not be appointed. Even if he is assigned, his transactions will be cancelled. Candidates who do not submit the required documents within the period without an excuse, although they meet the qualifications and conditions of the positions they are placed in, will not be appointed.

23. Those who currently work as permanent workers in the central and provincial organizations of the Ministry of Health should not apply for the announced positions. Candidates who apply by not stating that they are working despite the fact that it is stated in article 2 of this announcement text will not be taken into the draw even if their names are notified to our Ministry by İŞKUR.

24. In accordance with the provisions of Law No. 7315 on Security Investigation and Archive Research, those who have an obstacle in terms of appointment process as a result of archive research will not be appointed.

25. Those who receive retirement, old-age or invalidity pensions from any social security institution should not apply for the announced positions. In accordance with the legislation, those who are in this situation will not be appointed.

26. Candidates appointed to permanent staff positions will be recruited with the legal minimum wage.

APPLICATION CONDITIONS

Candidates applying for permanent staff positions must meet the following conditions;

1. Without prejudice to the provisions of the Law No. 2527, to meet the conditions specified in sub-clauses (657) and (48) of subparagraph (A) of the first paragraph of Article 1 of the Civil Servants Law No. 6.

2. Ex-convicts as defined in subparagraph (a) of the first paragraph of Article 4 of the Regulation on the Procedures and Principles to be Applied to Public Institutions and Organizations for Recruiting Ex-Convicts or Injured Persons who are not deemed disabled in the fight against terrorism, or as defined in subparagraph (ğ) of the first paragraph of Article 4 to be injured in a way that cannot be considered disabled in the struggle.

ex-convict; provided that, even if pardoned, they are not convicted of offenses against the security of the State, offenses against the constitutional order and its functioning, offenses against national defense, offenses against State secrets and espionage, sexual assault or sexual abuse of a child; embezzlement, extortion, bribery, theft, fraud, forgery, breach of trust, fraudulent bankruptcy, bid rigging, rigging of the performance of the act, property resulting from crime, who are sentenced to imprisonment for one year or more for an intentionally committed crime, or regardless of the penalty period. Those convicted of money laundering or smuggling crimes, those who have completed their sentences, those whose sentence has been postponed, those who have been released on probation, and those who benefit from probation are required to certify their status with an ex-convict certificate.

Injured without being disabled in the fight against terrorism; In the 21st article of the Anti-Terror Law dated 6/1927/1111 and numbered 16, which is within the scope of the Military Service Law No. 6 dated 1927/1076/12 or the Reserve Officers and Reserve Military Officers Law No. 4 dated 1991/3713/21 and while performing military service. Those who were injured as a result of the cause and effect of the terrorist incidents listed above should certify their status with a medical report and a command letter showing that they were injured in the fight against terrorism.

3. To carry the special conditions in the special laws of public institutions and organizations.

4. To have completed the age of 18.

5. Not to have completed the age of 40 as of the date of the announcement (people born on December 26, 1982 and later will be able to apply).

6. To graduate from a school (department/program) determined for the profession applied for as of the application deadline (30 December 2022) and to have the required documents as of the application deadline.

7. To certify that there is no physical, mental and spiritual health problem that will prevent him from performing his duty continuously (Candidates who are successful as a result of the oral exam will be asked to be appointed).

8. To have a document showing the priority status specified in the first paragraph of Article 5 of the Regulation on the Procedures and Principles to be Applied in Recruitment of Employees from the candidates who have the priority right to send to public institutions and organizations.
