While the current president Muharrem Turan was not a candidate at the congress, Mustafa Çınarlı and Mehmet Ali Kışlalı competed for the presidency. Mustafa Çınarlı, who received the majority of the votes, became the president of the Manisa Branch of the Turkish Retired Petty Officers Association.
In his speech, President Mustafa Çınarlı said that he would bring TEMAD to a good position in Manisa. President Mustafa Çınarlı said, “As the Manisa Branch of the Turkish Retired Petty Officers Association, we will provide equal services and social activities to all. We will be with our members in their happy and sad days. As TEMAD, we will support. We want to open a local club suitable for our members. We will provide a communication channel where our members can directly convey their problems. He said, "May our general assembly be beneficial to the Manisa Branch of the Turkish Retired Petty Officers Association and all our members."
Sami Özçelik, Mehmet Erol, Nazif Güler, Levent Dinç took part in the management of Mustafa Çınarlı.
