Republic of Turkey State Railways announced nursery fees for 2023. In the section titled Nursery and Child Care Center Fees of the "Communiqué on Public Social Facilities" published in the Official Gazette dated 31 December 2023 and numbered 32416 of the Ministry of Treasury and Finance, it is stated that if the minimum monthly wages determined by the Communiqué are not sufficient, institutions and organizations can pay more than the determined fee. It has been stated that it is authorized to determine the price. Article 18 of the section titled Common Issues of the said communiqué states: "Possibilities of fully or partially renting the facilities will be investigated and emphasis will be placed on implementation in this direction." "If needed, food, tea and other services can be provided by outsourcing." In its provision and article 20, it is stipulated that "all expenses of nurseries and day care centers will be covered from their own income".
Taking into account the operating income and expense situations of our Enterprise's Nurseries and Day Care Centers and in line with the provisions of the "Communiqué on Public Social Facilities", the following fees will be applied, effective from 15 March 2024.
a) Applied to the personnel of our Enterprise and other Public Institutions and Organizations, retirees and their spouses and children of their descendants (grandchildren, great-grandchildren), spouses, parents and children of martyrs, veterans, war and duty disabled people and their spouses, mothers, fathers and children, Monthly care fee for each child is 6.200,00 TL (VAT included)
b) For the children of those other than those listed in paragraph (a), 50 TL (including VAT), which is 9.300,00% more than the tariff determined for our Enterprise's personnel,
– If the same person has more than one child in the Nursery or Day Care Center, a 20% discount will be applied for more than one child.
– A monthly fee is collected in advance for the student who is finalized to the Nursery and Day Care Center. If the student leaves the Nursery during the month, no refund will be made.
– If there is a need for maintenance, repair and renovation in Nurseries and Day Care homes, the Nursery Directorate will request closure for maintenance and repair.
– Increases in the wages of the personnel who will work in nurseries until the end of the year (the possible increase in the minimum wage) and in the general expenses of the nursery (subsistence fee, cleaning material expense, general maintenance and repair expenses, electricity, heating, water, etc.) during the 12 months and during the summer holiday period (June -July-August) Fees may be updated if the income of nurseries cannot cover their expenses as a result of the possible decrease in the number of children receiving service in nurseries.
Since it is stated in the Communiqué in question that no contribution should be made from the budget of the relevant institution and organization for the operating expenses of social facilities, all kinds of measures will be taken to cover the operating expenses of Nurseries and Day Care Centers from their income, and to ensure this, the proposals of the Regional Directorates for updating the nursery fees may be re-evaluated if necessary during the period. There will be no disruption in this regard.
Considering the balance of payments of the Nursery and Day Care Centers, the issues of leasing them within the scope of Article 18 of the Communiqué will also be evaluated.
In addition, the principles stated in the Communiqué shall be strictly observed. Priority in utilizing facilities; Our enterprise will be given to the children of the staff and retiree and their spouses and children.
