The regulation determining the procedures and principles regarding the issuance of Identity Cards to Persons with Disabilities and the creation of a National Disability Data System, in order to be used by the Ministry of Family and Social Services to benefit from the rights and services granted to persons with disabilities, was published in the Official Gazette and entered into force.

The Ministry continues its efforts to ensure that every individual participates in social life without discrimination and to support each individual's equal, full and natural participation in life with its rights-based services. ID cards are issued by the Ministry in order to facilitate disabled citizens to benefit from various services, rights and discounts.

In this context, the regulation that determines the procedures and principles regarding the Issuance of Disabled Identity Cards and the creation of a National Disability Data System, which will enable disabled citizens to benefit from the rights and services granted, was published in the Official Gazette and entered into force.

Individuals who are documented to be 40% or more disabled according to the health board report, and children under the age of 18 who have a special needs level at least equivalent to this ratio according to the special needs report for children in the health board report (SOL-GER).

How to Get Disabled Identity Card?

Disabled individuals who meet the specified conditions can obtain their Disabled Identity Card by applying to the Provincial Directorate of Family and Social Services or Social Service Center in the province where they reside, with 2 photographs, identity card and the original or approved copy of the disability health board report. Disabled Identity Card applications can also be made through the e-Government portal. Citizens with a disability health board report of 40 percent or more (in case of updating the health reports given before 2019) apply via e-Government, the issued ID cards are delivered to the addresses registered in MERNİS or to the address they declared during the application by registered mail. .

Opportunities Provided by Identity Cards to Disabled Citizens

Citizens who have a Disabled Identity Card can benefit from municipal and private public buses, sea transportation vehicles and trains within TCDD free of charge. A 20% discount is offered to persons with disabilities who have a disabled identity card on all domestic and international flights. You can visit museums and historical sites, national parks, nature protection areas and nature parks free of charge. He can also benefit from state theaters free of charge. Special tariffs are applied to disabled people by GSM operators.
