IMM; It has landed 5 TBM machines on the construction site, which will pass through 10 districts, drill the tunnels of the Mahmutbey-Bahçeşehir-Esenyurt metro line with 18,5 stations and a length of 2 kilometers. Sharing the information that approximately 3,5 million people live in the region that includes Esenyurt, Beylikdüzü, Avcılar, Büyükçekmece, Küçükçekmece and parts of Başakşehir, İmamoğlu said, “If such an area connects with the city without rail transportation, you will inflict great oppression on the people there. As soon as it came in that regard, we dealt with these matters. When we took the task, unfortunately, this line had neither a construction site nor a complete project. We have provided 2020 million euros here at the end of 220. And we made a start,” he said.

Istanbul Metropolitan Municipality (IMM) has landed 2017 TBM machines that will pierce the tunnels of the Mahmutbey-Bahçeşehir-Esenyurt metro line, which was put out to tender in 2, but whose construction was never started due to lack of finance, to the construction site at the Tema Park Station in Küçükçekmece Atakent District. IMM Deputy Secretary General Pelin Alpkökin, Küçükçekmece Mayor Kemal Çebi, Esenyurt Mayor Kemal Deniz Bozkurt and IMM President respectively, at the ceremony held for the landing of the TBM machines to the construction site, which will pass through 5 districts, have 10 stations, and excavate the 18,5st Stage of the 1-kilometer line. Ekrem İmamoğlu made a speech.

“YOU SURVIVE PEOPLE IN THE REGION WITH 3,5 MILLIONS WITHOUT A RAIL SYSTEM”

Stating that the densely populated districts in the west of Istanbul are the most aggrieved part of the metro, İmamoğlu reminded that the history of metro planning for the region dates back to 2004. Sharing the information that approximately 3,5 million people live in the area that includes Esenyurt, Beylikdüzü, Avcılar, Büyükçekmece, Küçükçekmece and parts of Başakşehir, İmamoğlu said, “If such an area establishes a connection with the city without rail transportation, you will inflict great persecution on the people there; two times two is four. As soon as it came in that regard, we dealt with these matters. Mahmutbey-Esenyurt line is a very important line. When we took the task, unfortunately, this line had neither a construction site nor a complete project. This is how we took over. Our contractor company is here. We are here. We tell what we got. My friends re-analyzed this whole project, so to speak, and put it together and made it feasible. This took some serious time. Then we sat down with our company and said, 'What did you experience?' They experienced this: In 2017, about 2 years before the election, the tender was held here. But it was done as I said.”

“WE PROVIDED A RESOURCE OF EUR 2020 MILLION AT THE END OF 220”

Noting that the project could not be started at that time because of its deficiencies and lack of resources, İmamoğlu said:

“We provided 2020 million euros here at the end of 220. And we made a start. My friends handled the project in three stages. First, we started by making the designs that lost the viability of the project from scratch. In the second stage; We started the production of the 7-kilometer, 4-station section, which is the continuation of the M7 line, consisting of Atatürk District-Mass Housing Theme Park and Kanuni Sultan Süleyman Hospital stations. Of course, there is also the second part of it. Tahtakale-Bahçeşehir-Esenkent-Ardıçlı and Esenyurt stations. The second line is very important in our study; The second part, which will provide the transition to the West, is very important. For the additional financing needed for this, we submitted our borrowing request to the Ministry of Treasury and Finance in May 2022.”

“WE ARE EXPERIENCED WITH SUCH PROBLEMS AND DIFFICULTIES; SOMETIMES PEOPLE FEEL SHAME”

Stating that there are metro lines longer than the rail system in Istanbul in some cities of European countries with a population of 3-3,5 million, İmamoğlu said, “We experience such obstacles and difficulties that sometimes people feel shame. to this matter Ekrem İmamoğlu matter or Ekrem İmamoğluWe will not look at it as a matter of the period of . This issue is the most fundamental problem of Istanbul. In this respect, every institution should think, 'What can I do, how can I handle this as quickly as possible'. I don't have any trouble saying it: I know how many months my friends struggled with the issue of a stop at Suleiman the Magnificent Hospital. We are already looking for a source for a metro stop. Here's 'No, we give a stop, we do not; We'll give it to you, but here's how many hospitals we can build...' As if money is falling from the sky, we will make the metro line with thunder. However, we are in an effort to be able to borrow long-term. We all know that it is impossible to do costly works such as metro without borrowing on term and designing it.

“FOR WHO SAID 'WE ARE STARTING' 18 YEARS AGO, IT IS UNFAULT FOR ISTANBUL TO BE FINISHED IN 22-23 YEARS”

Expressing that they plan to complete the first phase in 2025 and the second phase without delay, and even give it its final form, İmamoğlu said:

“When you look at the present, it is a great misfortune for Istanbul that a work called 'We started, we are starting' was completed after 18-22 years, about 23 years ago. It is a great loss. It should not be like this. And today, we carry nearly 9 million people a day on public transport. In other words, we carry as many people as the population of London per day. But London has 3 times as many subways as Istanbul. Ms. Pelin talked about our 650 target approaching 2030 kilometers. Very important. We urgently need to catch it. Immediate, non-stop, full throttle. In other words, it was the signature of the Presidency, it was the Ministry of Finance and the Treasury, not the Ministry of Transport's project approval. As I have just said, someone who has experienced a project that was awarded a tender, goes on television and tells about the shortcomings of the project we did on our Beylikdüzü-Sefaköy line. In other words, we have experienced such obstacles, such meaningless processes, we are still living. But we will overcome.”

“RAIL SYSTEMS ARE A NATIONAL ISSUE”

Pointing out that rail systems are a national issue, İmamoğlu said, “The photograph just shown is a contemporary image. Connecting HIZRAY, this line reaching Beylikdüzü – Esenyurt Square from here, reaching Saadetdere and merging with Beylikdüzü TÜYAP line; The fact that HIZRAY passes through Esenyurt from Beylikdüzü and cuts 13 metro lines and reaches Sabiha Gökçen in 52 minutes is very beneficial for this city. In other words, the urbanization in the city, the quality of life, is not a city that forces the north, but a happy city in itself. In other words, we cannot make this city a city of 30-35 million people. Canal Istanbul or something like it are freaks... A new 2-3 million population, its infrastructure, its subway, the systems it will overturn, we never talk about these. In this respect, it is imperative that every good step we take should not be a burden on Istanbul's future, but should be steps that ease the burden. Our children and youth want to live in such a city. He does not want to live in a city described otherwise. That's very clear. In that respect, when we achieve this, we will create a city with much more beautiful, happy people, easy accessibility, and a high quality of life.”

“Despite the OBSTACLES AND THE ECONOMIC CRISIS…”

Emphasizing that they took very serious steps in the construction of the metro despite the political obstacles and the economic crisis, İmamoğlu said, “While struggling with costs in a country where the annual increase in the producer price index is close to 150 percent, on the one hand, it is necessary to do business, on the other hand, to provide credit opportunities, and on the other hand, to the burden of the increase in foreign exchange. Despite balancing this financing, paying its debts, and at the same time working day and night in order to close the gap accumulated so far, in the most courageous way, especially HIZRAY, regarding new projects; We are striving to be a management that prevents waste of the money, the nation's money, the nation's budget, prioritizes savings and ensures that it is abundant. Expressing that they have offered the 29,9 kilometer metro line to the service of Istanbulites since the day they took office, İmamoğlu shared the following information:

GOOD NEWS OF DUDULLU-BOSTANCI LINE

“Now the Dudullu-Bostancı line is coming; 14,5 kilometers. At the end of this year, at the end of December, we will open it. A very valuable line. It actually transports citizens to the sea via Dudullu-Ataşehir-Kozyatağı and Bostancı on the north-south axis of the Anatolian Side. Therefore, when it reaches the sea, we will start spreading the sea transportation from there. We will enjoy opening the Mecidiyeköy-Yıldız section and connecting the Beşiktaş section to the Mecidiyeköy line together with Yıldız Station, before this year ends. Quickly, in 3 years, we will be a municipality that speaks 46-47 kilometers. We are proud of it, we enjoy it. We attach great importance to laying new foundations and initiating new projects in terms of metro production. God, don't be embarrassed. I hope to see the result together, the days when it ends. Our fellow citizens who need this line and are eagerly waiting for the line to be opened, should not look behind. Our neglected Esenyurt, Beylikdüzü, Avcılar, Büyükçekmece, Bahçeşehir part of Başakşehir; I greet all. And I hope that we are making great efforts to make them happy as soon as possible.

TENDERED IN 2017 NEVER STARTED

The contract for the Mahmutbey-Bahçeşehir-Esenyurt metro line, the tender of which was made on July 11, 2017, consisting of a total of 18,5 km and 10 stations, was signed on August 21, 2017 and the site was delivered on September 05, 2017. However, the previous IMM administration could not start the construction of the line due to lack of financing. The new İBB administration, headed by İmamoğlu, provided 2020 million euros for the project with the foreign loan agreement signed in 220. Project and tender works related to the line were restarted on February 11, 2021. Kabataş – After the completion of the Mecidiyeköy and Mahmutbey – Bahçeşehir – Esenyurt metro lines, the journey time between Esenyurt Meydan – Mahmutbey will be 28 minutes, the journey time between Esenyurt Meydan – Mecidiyeköy will be 60 minutes, and Esenyurt Meydan – Kabataş The journey time will be reduced to 42,6 minutes in the 67 km section between When the line is completed; Esenyurt – Kabataş It will have the capacity to serve 1.4 million passengers between
