Minister of National Education Mahmut Özer announced that they have shared their 180-page book on more than 50 education projects and policies implemented in 120 days in the process of returning to face-to-face education, on the internet address “meb.gov.tr”, with the public as of today.

Minister of National Education Mahmut Özer reminded the statement he made on 6 August, when he took over the ministry, that "his priority is to make schools ready for face-to-face education" and stated that they have been working for 180 days since then to transition to face-to-face education.

Noting that they continue to monitor and evaluate education in order to maintain the quality of the education system and shape education policies for the future, Özer continued as follows:

“As of today, we are sharing the 180-page book we have compiled on more than 50 education projects and policies implemented in 120 days in the process of returning to face-to-face education, on the internet address 'meb.gov.tr'. The book includes projects and policies that we implemented in 180 days, from expanding pre-school education to strengthening vocational education, from improving lifelong learning activities to increasing teachers' professional development.

In the book, the process of returning to face-to-face education, increasing equality of opportunity in education, expanding pre-school education, strengthening vocational education, professional development of teachers, improving special education and guidance activities, enriching non-formal education and lifelong education activities, environment and climate friendly schools, global business in education There are more than 20 studies that we have implemented under 10 main headings, including associations, 50th National Education Council.”

“We have fulfilled our promise at the council”

Özer stated that steps were taken in line with the decisions taken in the 20th National Education Council and said, “At the end of the report, it can be observed to what extent council decisions are included in practice. Thus, we have fulfilled our promise here. This is being done for the first time.” said.

Noting that they will share such reports with the public periodically, Minister Özer said, "I consider this a very important part of accountability and transparency." used the phrase.

Expressing that full-time face-to-face training was started on September 5, 6 days a week throughout Turkey, and the first semester was completed successfully, Özer stated that they are determined to continue face-to-face training. Pointing out that in this process, it was once again understood that schools are the most important places where students' psychological, social, emotional and personal development is ensured, Özer said, "We are pleased that we have not inflicted any more learning losses on our students at this stage. Our rate of teachers with a double dose of vaccine or antibodies increased to 95 percent. The budget allocated by our Ministry to ensure hygiene in schools has reached 722 million liras. With the electronic tracking system established by the Ministry of National Education, we can monitor the epidemic process digitally with one click.” said.

Ozer; He explained that they are working to increase equality of opportunity in education, that 59 kindergartens and 6 new kindergarten classes have started education in this process, and that the schooling rate for the 950-year-old group has reached 5 percent from 180 percent in 78 days.

Saying that they are very happy that the legislative arrangements made in vocational education have started to bear fruit, Özer said, "The education mobilization initiated by our government has been crowned with the Teaching Profession Law." he said.

Headlines from the 120 page book

According to the book, which includes more than 10 studies of the Ministry on 50 subjects, various measures were taken in schools according to the epidemic conditions in the return to face-to-face education, which started on September 6th.

In this process, in addition to the necessity for students and teachers to come to school with masks, masks and disinfectants were provided to schools by the Ministry to be used if needed.

Electronic tracking system

The system, developed in cooperation with the Ministry of Health, allowed the MoNE to instantly monitor positive cases at the provincial, district, institution and class levels.

Thanks to the system, if students who study in different classes and do not have contact with each other catch Kovid-19, interruption of education in the whole school was prevented.

With the established system, the classes in the same school were evaluated as a unit and independently in terms of the spread of the epidemic.

Gains were evaluated to compensate for learning deficiencies.

In order to determine the learning losses due to distance education, a total of 7 million 8 thousand 11 students from the 12th, 4th, 565th and 916th grade levels were evaluated.

Turkish, mathematics and science fields in practice at secondary school level; At the high school level, the fields of Turkish language and literature, mathematics, physics, chemistry and biology were taken into account. The results were used for policy development to compensate for learning deficiencies.

2 thousand 81 libraries were built in 16 provinces in 361 months

Infrastructure deficiencies of the schools included in the scope of the "10 Thousand Schools in Basic Education Project" were determined, and improvements were made to eliminate these deficiencies.

Within the scope of increasing equal opportunity in education, 2 new libraries were built in 81 provinces in 16 months with the "No Schools Without Libraries Project". The number of books has grown from 361 million to 28 million.

Auxiliary resources developed within the Ministry of National Education have been opened to access.

Auxiliary resources developed by the Ministry of National Education with the decision taken in October are available at “yardimcikaynaklar.meb.gov.tr”.

It was decided to print and distribute the auxiliary resources to more students in order to reach them. After this decision, approximately 2 million auxiliary resources were printed and delivered to schools in 23,5 months.

The scope of Support and Training Courses (DYK) has been expanded, and 8th, 12th, 6th and 7th grade levels have been added to DYKs for students and graduates at the current level of 10th and 11th grades.

Contribution of vocational education institutions to the process

Vocational education institutions produced the cleaning and hygiene materials needed by schools in the process of returning to face-to-face education, and contributed to the economy by exporting these products.

Collaborations with sector representatives to strengthen vocational education were continued and Turkey's first media high school and first mining high school were opened.

The capacity of vocational training centers was increased. In this context, vocational training centers were put into operation in all organized industrial zones.

With the regulation made in the Vocational Education Law No. 3308, 30 percent of the minimum wage for apprentices, 50 percent of the minimum wage for journeymen, and insurance against work accidents and occupational diseases were introduced. The number of students, which was 159 thousand before this regulation, which is planned to contribute to youth employment, increased to 335 thousand after the regulation.

Steps for the professional development of teachers

The Teacher Informatics Network (ÖBA) was launched on January 24, 2022, where teachers working in educational institutions of all degrees and types affiliated to the Ministry can receive professional development training and access rich content.

Distance in-service training activities were organized during the semester break for teachers working in all degrees and types of education institutions affiliated to the Ministry.

Teaching defined as a specialized profession

With the enactment of the Teaching Profession Law, teaching was defined as “a specialty profession that undertakes education and training and related management duties”.

The draft “Regulation on Candidate Teaching and Teaching Career Steps” prepared on the official website of the Ministry, “meb.gov.tr”, was shared with the public and was suspended so that the education community could express their opinions.

20 thousand teachers, 750 disabled teachers and 15 thousand contracted teachers were appointed.

Improving special education and guidance activities

Students studying in special education vocational schools were given the right to take the Higher Education Institutions Examination.

A physiotherapist was recruited for the first time to work in the Guidance Research Centers (RAM). In this context, 256 physiotherapists were appointed to 260 RAMs.

The eight-term requirement for open education high school students aged 18 and over to complete their education has been reduced to five terms.

In order to strengthen the production capacity of the maturation institutes and expand the product range, the Ministry started the process of transforming the institutes into R&D centers on September 14, 2021. In line with this aim, approximately 6 million Turkish Liras of initial support was provided to the institutes.

At the end of a period of about four months, design registration applications were made for 7 thousand 482 products from the institutes, and a record level was reached in this field by obtaining the design registration of 6 thousand 830 products from the applications.

Environmental and climate friendly schools policy

With the “Clean School Clean Energy” project, which was launched in January 2022, it was aimed to increase students' awareness of the environment by making schools nature-friendly.

With the Zero Waste Project, it was aimed to bring environmental awareness to the students and to classify the wastes correctly and recycle them.

The recycling of the wastes, which were grouped correctly in the project, was followed and their reproduction was ensured. Thus, students' awareness of waste was increased.

Minister Özer shared 20 million notebooks produced by recycling as of September 2021, 6, with the students as part of the project. In addition, 318 recycling libraries were built in two months.

One of the steps taken within the scope of raising environmental and climate awareness was expanding the scope of the environmental education course and increasing its weight in the curriculum.

National Education Council convened after 7 years

The 20th National Education Council, the most important advisory board of the education system, was held on 7-1 December 3 after 2021 years.

Within the scope of the council that gathered under the main theme of "Equal opportunity in education", special expertise commissions were established under the titles of "Equal Opportunity in Basic Education", "Improvement of Vocational Education" and "Professional Development of Teachers".

In the voting held at the General Assembly of the 20th National Education Council, a 128-item recommendation was taken. Projects and policies implemented by the Ministry in relation to these recommendations were included. Thus, for the first time, the steps taken to implement the council decisions were shared with the public.
