Important Statement from President Güller about the URAYSİM Project

Alpu Mayor Gürbüz Güller responded to the statements of AK Party Provincial Chairman Zihni Çalışkan about the URAYSİM Project. Güller said, “As Alpu Municipality, we are in no way opposed to this national project. We appreciate and take pride in such projects. However, we are of the opinion that it is more appropriate to carry out the Project on inefficient, barren alternative lands instead of being built on fertile lands and/or plains.”

President Güller made the following statements in his statement; The immovable properties coinciding with the expropriation area of ​​the Research Project titled "National Rail Systems Research Center" (URAYSİM) carried out by Anadolu University and registered with the project number 2011K120210 of the Presidency of the Presidency of Strategy and Budget, Anadolu University Board of Directors dated 19.02.2019 and 5/ Pursuant to its decision no. 9, it was announced that it was subject to expropriation by the Ministry of Transport and Infrastructure General Directorate of Infrastructure Investments, pursuant to Article 18.01.2019 of the Expropriation Law No. 2942, within the scope of the protocol dated 25. With the cancellation of the decision of the Anadolu University Administrative Board dated 19.02.2019 and numbered 5/9, which is the basis of the expropriation process of the Ministry of Transport and Infrastructure, its execution was requested to be suspended until the decision is made.

Expropriation, on the other hand, is an intervention to the property rights of individuals for the purpose of public benefit, and generally means the limitation of property rights.

For this reason, the concept of public interest, which is the basis of the expropriation process, should be examined in detail and an evaluation should be made on the concrete situation rather than general statements. While taking the decision, it is thought that it is necessary to act by taking into account the demands of the citizens living in the area that will be affected by the decision.

Therefore, in this context, as Alpu Municipality, we are in no way opposed to this national project. We appreciate and take pride in such projects. However, we think that it is more appropriate to carry out the Project on unproductive, barren alternative lands instead of being built on fertile lands and/or plains. According to the information we have obtained, even the Ministry of Agriculture has not been consulted in detail for the project area. We know that there are alternative lands around us. For the project site; It would be appropriate in every aspect to consider agricultural issues as well as other issues (economic, technical, social, political).

As our municipality, our objection is in this direction and it is definitely not to oppose.
