The Eurasian Tunnel Has Not Passed the Court of Accounts: The state guarantee for the projects carried out with build-operate-transfer model has been attached to the Court of Accounts.
The method of realization of mega projects of the AKP government remained in the class under the supervision of the Court of Auditors. It was revealed that the “government guarantee olan, which was the subject of discussion in each project and promised to companies, was also hidden from the Court of Accounts, which examined the accounts of the Ministry of Transport, Maritime Affairs and Communications. At the beginning of the projects whose accounting records are not kept right, the Eurasian Tunnel comes with the price of 8 billion dollars introduced by President Tayyip Erdoğan through 1.25 in October.
Examining the 2015 financial statements of the Ministry of Transportation, the Court of Accounts revealed that the ministry, which has signed billions of dollars of projects, does not keep records regularly. The report prepared by the Court of Accounts on 2015 highlighted the BOT model, which is the source of transportation projects that form the basis of AKP propaganda. The TCA drew attention to the fact that the risks undertaken by the government should be shown in the accounting system in order to analyze the financing needs of the projects and the pressure to be created on the public finance, the capacity to meet the liabilities and the future needs of the projects made by the guarantees given to the companies with BOT. Noting that these records were not prepared in accordance with the regulations in the completed and executed projects, the Court of Auditors revealed that the government did not register the demand or purchase guarantees given to the companies regarding the projects carried out under the BOT model. The TCA reported that the accounts in the regulation that should be explained in terms of transparency and auditability were never used.

The Eurasia Tunnel, with a value of $ 1.25 billion, came at the top of the BOT projects for which the guarantees given to companies were not included in the accounts. In the project carried out by ATAŞ, a Turkish-Korean joint venture with the BOT model, Minister of Transport Ahmet Arslan stated that the passenger vehicle pass will be charged with $ 4 + VAT, but the Minister of Development, Lütfi Elvan, announced that the daily guarantee given to the contractor firm was 68 vehicles.
