Preparations for the establishment of TCDD Taşımacılık A.Ş. The company is planned to be established in the second half of 2015, while technical consultancy services from the EU are going on. the establishment of appropriate legal and structural framework of the railway sector in the European Union legislation enacted in order 1 May 2013 Railway Sector of Turkey has entered a new process with the Law on the liberalization of rail transport. Railways will be established within the scope of the arrangement that paves the way for liberalization. Preparations for the establishment of TCDD Taşımacılık AŞ are continuing. As of the end of the year TCDD and TCDD Transportation Inc. will be completed. Thus, freight and passenger transportation will be opened to competition, the private sector will have the opportunity to make rail transport with its own trains and its own staff.
Technical advice from the EU
Including the opening of rail infrastructure to the private sector continues to work on the arrangements to be made in the legislation following the entry of Turkey into force of the Law on Railway Transport Liberalization. The EU experts will receive 2014 annual technical advisory services covering 2015-2 years. This is to ensure equal, free, fair and sustainable competition in the sector. After the consultancy service, TCDD Transportation Inc. is planned to be established in the second half of 2015. Transport work will be carried out by the new company. Starting from this date, the sector will be fully liberalized and the licensing activities for the railway enterprises for the transportation of the private sector will be started.
Certificate of license to companies
A railway operator who wants to transport on railways will obtain a license from the General Directorate of Railway Regulation by providing the necessary conditions. Within the scope of the access and remuneration regulations to be issued, the railway operators will be able to make transportation to TCDD, which is the infrastructure manager, by paying access fee to the infrastructure to be determined.
5 year state support
TCDD Transport Inc., 5 year state support will continue. With the liberalization, it will compete with the private sector and TCDD Transportation Inc. management, which will have more initiative due to being a joint-stock company, is expected to develop different policies on new projects and tariffs.
