Having graduated from Marmara University, Faculty of Economics and Administrative Sciences, Department of International Economic Relations in 1984, Bolat completed his master's degree in the field of European integration at the Netherlands-Amsterdam University European Institute. Bolat also graduated from the International Economics and Business Administration Program at the World Economy Institute of the University of Kiel, Germany.

Bolat received his doctorate from Marmara University European Community Institute with his thesis on “European Monetary System”. He got the title of “professor” in the field of International Relations and European Union at Istanbul Sabahattin Zaim University.

Bolat, who worked as an expert-researcher at the Economic Development Foundation (IKV) between 1981 and 1993, started to work as the Secretary General of the Independent Industrialists' and Businessmen's Association (MUSIAD) in 1993. Bolat served as Deputy Chairman for 4 years and as Chairman for 4 years at MUSIAD.

While Bolat served as a Member of the Foreign Economic Relations Board (DEIK) Board of Directors and Executive Board, he continued his business life as a top manager at Albayrak Holding.

Bolat also served as a Member of the Board of Directors at Türk Aerospace Industries Inc., and also served as a member of the AKP Central Decision and Management Board (MKYK).
