Kemal Kılıçdaroğlu, Chairman of the Republican People's Party, spoke at the groundbreaking ceremony of Dilber Apartment, the first implementation of the People's Housing project initiated by the Izmir Metropolitan Municipality. Kılıçdaroğlu, who said that Izmir Metropolitan Municipality is a pioneer in Turkey with the project, which was implemented to support earthquake victims who could not receive government support because their houses were not heavily damaged, said, “We will implement this project in all provinces of Turkey. The foundation of Dilber Apartment Building was laid by CHP Chairman Kemal Kılıçdaroğlu within the scope of the People's Housing Project developed by İzmir Metropolitan Municipality in order to support the earthquake victims of İzmir who were not affected by the October 30 earthquake but could not receive government support because their houses were not heavily damaged. The ceremony was attended by CHP Secretary General Selin Sayek Böke, former Minister of Labor and Social Security Yaşar Okuyan, CHP İzmir Provincial President Şenol Aslanoğlu, İzmir Village-Koop Union President Neptün Soyer, İzmir Metropolitan Municipality Deputy Mayor Mustafa Özuslu, CHP Deputy Chairmen, deputies, mayors. and many citizens participated.

CHP Chairman Kemal Kılıçdaroğlu, in his speech at the ceremony, said that under the leadership of Izmir Metropolitan Municipality, a cooperative logic was provided to enable earthquake victims to own a house under the most suitable conditions. Kılıçdaroğlu said, “I came here before, they wanted a floor increase. I told our president to do this. Because the earthquake victim has no money to pay. His house is gone. This is done. Cheap loan found. Now, with 1 percent profit, earthquake victims will own houses. President, don't worry. We will implement this project in all provinces of Turkey. We will ensure that everyone whose homes are damaged can own a home under favorable conditions. Citizens and the public should go hand in hand. They have to fight together. “We are determined to overcome this problem”
Expressing that Turkey is an earthquake zone, Kılıçdaroğlu said, “Taking precautions against earthquakes is one of the main duties of political powers. Japan is an earthquake zone, but even though there are more severe earthquakes here, no one's nose bleeds. But although the severity is lower, a large number of people die. We can overcome this problem with reason, logic, knowledge and experience, and solidarity. And we are determined to overcome this problem. The main way to overcome this problem is to make knowledge dominant, to build knowledge-based constructions. And to ensure that people live safely in those houses. Earthquake taxes came out for this. This was the main reason why earthquake taxes were collected from the people. In the fall, houses would be built. Earthquake resistant houses were to be built. However, we could not find out where the taxes went, and it was not adequately accounted for. Do not worry any of our citizens, we will find out where these taxes are spent. We're going to find out where it was thrown. We will transform all cities of Turkey into earthquake resistant cities. Our main aim is: Everyone living in peace in Turkey. If everyone lives in peace, we will come together and hug in its streets. This is the logic of goodbye. Noting that they have implemented a new model with Dilber Apartment, İzmir Metropolitan Municipality Mayor Tunç Soyer, said: “Dilber Apartments is a building that was moderately damaged in the earthquake and then collapsed. The residents of the flats faced great difficulties during the construction of the new building. They spent their days in the corridors of institutions, administrations and directorates without getting enough support. In short, they had no owners. The Halk Konut project, which we started, was born at just such a moment of difficulty. And I proudly say that the residents of Dilber Apartments are not only beneficiaries of this project, but also thought partners.”

In other words, the municipality and the citizen join hands and create a collective effort. Thus, we have implemented the understanding that the producer, which is the basis of economic democracy, also manages, in İzmir. We have also started to work on expanding this model to Izmir as a whole. Together with Dilber Apartment, we signed the signature for transformation with 10 cooperatives. Our avalanche-growing model will soon cover 21 independent units and a construction area of approximately 3000 thousand square meters, together with 150 cooperatives.”
