The works related to the Bayrampaşa “Ismetpaşa Mahallesi Urban Transformation Project” were carried out by the IMM Department of Earthquake Risk Management and Urban Improvement and its subsidiary İmar A.Ş. was launched in July 2008 after the closure of Sağmalcılar Prison in Bayrampaşa. Region; It was declared a "Reserve Building Area" on July 10, 2013, and an "Urban Transformation and Development Area" in 2016. The constructions started in 2016 in the reserve building area were completed in 2019. As a result of the works, 23 blocks, 2.269 residences and 204 commercial units were built. But citizens, with different reservations, refused to move into housing built for them.
