New Strategy Document and Action Plan for Roma Citizens from the Ministry

The targets of the new Strategy Document and Action Plan to cover the years 2022-2030 for Roma citizens, prepared by the Ministry of Family and Social Services, were determined. In the new plan, which includes 6 different areas: education, employment, health, housing, social assistance and social service, it is aimed to improve the living conditions of Roman citizens and raise their living standards.

The Ministry, which has prepared the roadmap for the preparation process of the Strategy Document and Action Plan for Roman Citizens (2022-2030), first met with relevant stakeholders at workshops. In the workshops, activities, current issues, problems and solution proposals within the scope of the 2016-2021 action plan were discussed. In addition to the workshops, international conventions, action plans, national legislation, strategic plans of the relevant Ministries and upper policy documents were examined.

Opinions and suggestions of relevant new public institutions and organizations were received.

In order to reach more stakeholders, institutions and organizations that are related to the services offered to Romani citizens, that carry out activities for Roma, that directly or indirectly affect the service area of ​​the Ministry, were identified and their opinions and suggestions were received. In the light of all these opinions and suggestions, strategic goals and targets were determined, and suggestions regarding the action plan were evaluated.

A new social housing project for Roman citizens will be realized

In the New Strategy Document and Action Plan, the policies to be developed for Roman citizens were discussed under 6 headings: education, employment, health, housing, social assistance and social work. Some of the targets set in line with the demands of the Roma are as follows:

A new social housing project for Roma citizens will be realized. In this context, regions where Roma citizens live intensively throughout Turkey will be determined, and detached housing projects will be implemented for those living in houses that are uninhabitable or within the scope of urban transformation. Roman citizens' access to services will be facilitated through units such as Social Solidarity Centers (SODAM) to be established by relevant public institutions within these housing projects.

Young Offices to be established in Roma neighborhoods

Support and Training Courses will be opened. Physical facilities will be improved in order to increase access to pre-school education, artistic and sports activities will be organized for Roma children and their participation in these activities will be increased. It is aimed to find a solution to the absenteeism problem among Roma children with physical improvements and additional activities to be made in schools. Young Offices will be established in Roma neighborhoods. Young people will be provided with hobbies and spending quality time in these centers in their spare time.

Roma women will be encouraged to establish cooperatives

Neighborhood-based studies will be carried out in order to make Roman citizens more aware of Turkish Employment Agency services and to facilitate their access. This will facilitate the participation of Roma in job search processes. In order to increase the employability of Romani citizens, vocational training courses will be organized in line with the needs of the region. In addition, Roma women will be encouraged to establish cooperatives.

Access to cultural and artistic activities will be increased

Periodic visits will be organized to the Gallipoli Historical Site Presidency of the Gallipoli Wars in order to raise Roma children and youth with national consciousness and consciousness. With the Truck Theater, representations will be given in the regions where Roma are located, and their access to cultural and artistic activities will be increased. Activities will be organized by positioning mobile libraries in regions where Roma live intensely. In addition, periodic concerts with the theme of "Roman Tunes" will be organized to increase the cohesion and solidarity among the citizens.

In the 2016-2021 action plan, many studies under the responsibility of the Ministry were implemented.

While the new Strategy Document and Action Plan is planned to be finalized and shared with the public by the end of this year; The Ministry has also implemented many studies under its own responsibility in the Strategy Document for Romani Citizens covering the years 2016-2021. In this context, Local Level Romani Workshops were held in provinces where Romani citizens are concentrated, with the participation of provincial directorates, non-governmental organizations and academics. In the workshops, the works of the relevant institutions and organizations and NGOs were discussed, the problems of the Roma and their solutions were evaluated. New SODAMs have been opened to operate in areas where Roma are densely populated. The number of 35 SODAMs that contribute to the psychosocial, sociocultural, professional, artistic and personal development of the Roma is planned to reach 47 this year.
