“We have started a new breakthrough in the railways, which have been neglected for more than half a century, so that the opportunities provided by the geographical location of our country, which acts as a bridge between Asia and Europe, can turn into economic and commercial advantages. In order to provide multimodal transportation, our railways were handled with a new understanding. We connect our railways to ports and airports. With our projects, we make railway transportation not only on the east-west line, but also between our north-south coasts contributing to the economy. In the last 19 years, we have invested a total of 220,7 billion TL in railways. We introduced our country to YHT management. We built a thousand 213 kilometers of YHT line. We increased our railway network to 17 kilometers with an increase of 12 percent. 803 percent of our signaled lines to increase efficiency and safety in the railway; On the other hand, we increased our electric lines by 172 percent. Within the scope of the Transport and Logistics Master Plan studies, we aim to increase the share of railways in freight transportation from 5 percent to 10 percent in the first place. In addition, we are working to reduce transportation costs. The most important component of our railway move is to develop our high-speed train network, where freight and passenger transport can be carried out economically and quickly. In this context, 4 thousand 364 kilometers of the line, which is under construction, consists of 4 thousand 7 kilometers of high-speed trains and 357 kilometers of conventional lines. We prioritize our projects in line with our Transportation and Logistics Master Plan projections and continue our work without interruption. Of these lines, we have achieved 95 percent physical progress in the infrastructure construction works of the Ankara-Sivas YHT line. We started loading tests in Balıseyh-Yerköy-Sivas section. When the project is completed, the rail travel time between Ankara and Sivas will decrease from 12 hours to 2 hours. Another important project is the Ankara-İzmir High Speed Train line. We made 47 percent physical progress in infrastructure works. We will reduce the rail travel time between Ankara and İzmir from 14 hours to 3,5 hours. When finished, we aim to transport approximately 525 million passengers and 13,5 million tons of cargo per year over a distance of 90 kilometers. Halkalı-The Kapikule High Speed Train Project constitutes one of the most important links that form the European connection of the part of the Silk Railway route passing through our country. With the project; Halkalı- The passenger travel time between Kapikule (Edirne) will be increased from 4 hours to 1 hour and 20 minutes; We aim to reduce the load carrying time from 6,5 hours to 2 hours and 20 minutes.”

Adapazarı-Gebze-YSS Bridge-Istanbul Airport- Halkalı We also place great emphasis on our High Speed Train Project. 4 MILLION PASSENGERS TRANSPORTED BY METROS IN 988 METROPOLITAN CITIES

“We will now use the National Electric Train sets produced by TÜRASAŞ on high-speed and high-speed train lines. To date, we have completed a total of 313,7 kilometers of urban rail system lines and put them into the service of our nation. We have contributed 4 billion TL to the Turkish economy with 7 metro projects we have undertaken in 21,75 provinces. 988 million passengers have been transported so far with the metros we have implemented in Istanbul, Ankara, Kocaeli and Antalya. We saved 305 million hours of time and 282 thousand tons of fuel. We have achieved a reduction of 156 thousand tons in carbon emissions. The contribution of urban rail systems to the economy and the environment is at a level that we cannot ignore. We have 6 projects under construction in 10 more provinces. Our Ministry is also taking important steps towards solving Ankara's urban transportation problems. For this, we are expanding the metro lines. With the completed Kızılay–Çayyolu, Batıkent–Sincan and Atatürk Cultural Center–Keçiören metros and Başkentray, we increased Ankara's 23,2 kilometers rail system to 100,3 kilometers. Atatürk Cultural Center-Gar-Kızılay line is 3,3 kilometers. Those who use the Tandoğan – Keçiören Metro will be able to reach Kızılay directly when this project is completed. With the experience gained from the production of National Train Sets, we started the Train Set Project studies at a speed of 225 km/h. We plan to complete the prototype in 2022 and start mass production in 2023. While continuing the production of diesel, electric locomotives, railway maintenance vehicles, modernization of railway vehicles, train control management system, wagon, diesel engine, we also carry out R&D studies for the development of national railway vehicles.

The number of subscribers benefiting from the 4.5G service we offer to citizens has exceeded 78,5 million. We have determined 8 strategic objectives under the headings of protecting critical infrastructures and increasing strength, developing national capacity, organic cybersecurity network, security of new generation technologies, combating cybercrime, development and support of domestic and national technologies, integration of cyber security into national security, and development of international cooperation. We have defined 40 actions for their realization. We established KamuNet, a public private virtual network, in order to make data traffic between public institutions more secure. More than 800 services among public institutions are provided over KamuNet. We continue our investments to expand the mobile communication infrastructure by overcoming the geographical constraints of our country. In this context, we brought 2G service to 575 settlements with universal service projects. In addition, we use our local base station ULAK at a rate of 4,5 percent in these projects. We developed the ULAK 40G base station as a result of the studies carried out entirely with domestic and national resources. Efforts to expand ULAK 4.5G base stations in commercial networks are also continuing. Within the scope of Universal Service Projects, we provide services to our citizens through ULAK 4.5G base stations in a total of 754 fields, 924 of which are 678 of mobile operators.

“With the E-Government Gateway, where we contribute to our citizens benefiting from public service in a more transparent manner, we offer 829 thousand 6 services of 82 institutions to our citizens in electronic environment. The number of people using the e-Government Gateway has exceeded 57 million. Our citizens can now easily access many services with just one click, without going to public buildings. In the first 2021 months of 9, more than 688 billion services were used at the e-Government Gateway, with a monthly average of 6,1 million. Noting that with the Turkey Card Project, they aim to meet the needs such as transportation, money transfer and shopping with a single card, thanks to the development of the national e-payment card system that can be used in all public transportation vehicles throughout the country, Minister of Transport Karaismailoğlu continued as follows:
“We continue and develop our activities in the field of communication in space as well. Thanks to the investments made, TÜRKSAT has reached a satellite capacity of 118 billion people living in 3 countries in Asia, Europe and Africa. Satellite communication services; It is provided in an uninterrupted and secure manner without being dependent on foreign sources. We continue to develop our satellite communication capacity. We put into service Türksat 8A, which we sent into space on January 2021, 5, on June 28, 2021. We have also completed the production of 5B, we will send it to space at the end of 2021. We also plan to launch the Domestic Communications Satellite TÜRKSAT 6A, one of Turkey's largest R&D projects, into space in 2023.”

Our number of international ports was 2003 in 152. We increased this number to 184. The amount of cargo we handle in these ports has increased from 190 million tons to approximately 497 million tons. We also continue to invest in infrastructure to support our maritime business. In this context, Filyos Port, which will eventually reach a capacity of 25 million tons/year, is one of our important projects. Filyos Port, the exit gate of the Black Sea, will be the export center of the Western Black Sea. We started the construction of another port project, Rize Iyidere Logistics Port. There are 2021 coastal structure projects that we have completed in 5. Coastal fortifications are also among the projects we carry out. Between 2003-2021 August, we arranged 28 kilometers of coastline in 90 provinces.
TURKEY WILL PLAY A MORE EFFECTIVE ROLE IN GLOBAL TRADE WITH KANAL ISTANBUL
Touching on the importance of the Kanal Istanbul Project, Minister of Transport and Infrastructure Adil Karaismailoğlu said:
“In the 1930s, the number of ships passing through the Turkish Straits per year was around 3. Today, in the Bosphorus, where an average of 43 thousand ships pass annually; The increase in ship traffic, the increase in ship sizes and especially the increase in the number of tanker transits carrying dangerous goods such as fuel are putting great pressure and threat on the world heritage Istanbul. Considering that the annual capacity for the safe passage of ships using the Bosphorus is 25 thousand; It is better understood how the traffic load, which is around 43 thousand today, threatens the navigation, life, property and environmental safety of the Bosphorus. Considering the trade volume in the world and the developments in the countries in the region, it is predicted that the number of ships that will pass through the strait in the 2050s will reach 78 thousand. Channel Istanbul Project, in which 204 scientists took part in engineering studies, when completed, not only ensures the safety of life and property of our citizens in and around the Bosphorus, and protects the historical and cultural texture of the Bosphorus; It will alleviate the traffic load of the Bosphorus. It will reduce waiting times of 2 or more days at the entrances and exits of the Bosphorus. With Kanal Istanbul, our country will get a larger share of international transportation and logistics corridors and play a more active role in global trade.”
Stating that they built the structures that make up the Canal Istanbul Components on the one hand, Karaismailoğlu said, “Although it is a part of the 45-kilometer Başakşehir-Bahçeşehir-Hadımköy section built within the scope of the Northern Marmara Highway, we have started the construction of the Sazlıdere Bridge, which will provide the passage of the Sazlıdere section of Canal Istanbul. . In addition, Kapikule – Halkalı Our High Speed Train Project; We have designed the channel to pass under Istanbul. Halkalı-We started the construction of the Ispartakule section. This strategic move, which emerged in line with the technological and economic developments in the world and in our country, changing economic trends and the increasing needs of our country in terms of transportation infrastructures; It will make our country a global logistics base and have a say both in its region and in the world trade and transportation routes.”
In addition to all these, the Minister of Transport, Karaismailoğlu, who explained that the efforts to make Mogan Lake breathe continue, said that they cleaned the mud layer at the bottom that polluted the lake from the inside in order to eliminate the environmental problems in Mogan Lake. Underlining that the number of arrests of ships sailing in international waters continues to decrease in order to improve Turkey's trade volume, Karaismailoğlu said, “Our country, which is on the White List, has risen 39 steps among 9 countries and has ranked 16th. We are expanding the radar coverage of the Ship Traffic Services System installed in the Istanbul and Çanakkale Straits to cover the Sea of Marmara. Considering the developments in the Eastern Mediterranean and regional sensitivities, we are expanding the field of ship monitoring and management with the Turkish Republic of Northern Cyprus. We renewed our Main Search and Rescue and Coordination Center. We have put the Main Search and Rescue and Coordination Center, which also serves as the National Emergency Response Center, into the service of our sailors with its new face equipped with advanced technological systems.
Noting that being prepared is as important as intervening in the prevention of oil pollution in the seas, Karaismailoğlu said, “We aimed to develop our national emergency response system within the scope of the Tekirdağ National Maritime Safety and Emergency Response Center (UDEM) project, which we carry out as the Ministry. One of the measures we take to keep our seas clean is the 'Supporting Green Maritime and Decarbonization Project'. With the project, we aim to create a financial support mechanism for environmentally friendly and innovative technologies in our ships and ports. We are making bilateral agreements with the countries that stand out in this field as part of the development of our maritime sector.”
DEVELOPMENTS IN AVIATION REFLECTED ON INDICATORS
Karaismailoğlu said, “We have carried out effective studies within the framework of our aviation policy since 2002 in order to evaluate this advantage in our country, which has the potential to become the Transit Center of the World,” and made the following assessments:
“Thanks to our investments in aviation and regulations in this area, Turkey has shown a growth performance above the world average. The developments in aviation, of course, were also reflected in the indicators. In the ranking of our country, world and European passenger traffic; It was ranked 2020th in the world in 7. It ranked 2020nd among European countries in 2. Our domestic flights, which were carried out to 2003 destinations from 2 centers in 26, are now carried out from 7 centers to 56 destinations. Our work on Rize-Artvin Airport, which we aim to open before the end of this year and will activate the region, continues. We are rapidly continuing the infrastructure works of our Yozgat Airport and Bayburt Gümüşhane Airport projects. We are implementing Çukurova Airport with the Build-Operate-Transfer model, and its construction continues rapidly. We will put it into service before the end of 2022. We are opening Tokat Airport with an annual capacity of 2 million passengers at the beginning of 2022. Gaziantep Airport New Terminal Building and Apron Construction work continues. Noting that they have created passenger and air traffic forecasts for the next 1 year, taking into account the impact of the coronavirus epidemic on airline passenger traffic, Minister of Transport Karaismailoğlu said, “When we examine the number of daily flights made in October during the epidemic process, thanks to the measures taken; We see that Turkish Airlines ranks first with 591 flights, and Turkey ranks fourth with 310 flights. WE OVERCOME THE DIFFICULT GEOGRAPHICAL CONDITIONS OF OUR COUNTRY WITH TUNNELS, BRIDGES AND VIADUCES

The investments made ensure the fluency of this traffic and thus the sustainability of the commercial and social life of the country.”
OUR GOAL IS TO INCREASE OUR TOTAL HIGHWAY LENGTH TO 8 KILOMETER

In addition to the fuel and time savings it provides, the project also stands out with its environmentally friendly identity. The total benefit provided by the Eurasia Tunnel between 2017 and 2020 has reached 8 billion TL,” said Minister Karaismailoğlu, adding, “We have moved the transit and freight traffic away from the city center of Istanbul with the 400-kilometer-long Northern Marmara Highway, which is an important part of the highway ring created in the Marmara Region. Without Marmaray, Yavuz Sultan Selim Bridge and Eurasia Tunnel; What would Istanbul traffic be like? It would be completely locked, it would become immovable,” he said.
1915 ÇANAKKALE BRIDGE WILL BE 'WORLD'S LARGEST MEDIUM SPEED SUSPENDED BRIDGE'
Noting that the entire Gebze-Orhangazi-İzmir Highway, one of the most important projects, which is 426 kilometers long and includes the Osmangazi Bridge, was put into service on August 4, 2019, Minister of Transport, Karaismailoğlu, said, “With the completion of the project, the distance between Istanbul and Izmir has been shortened by 100 kilometers and transportation has been reduced to 8,5, It went from 3,5 hours to 40 hours. If the Istanbul-Izmir Highway had not been realized; As the state road route filled its capacity, travel speed would decrease below 8,5 km/h and travel time would increase from 12 hours to 330 hours. We created an uninterrupted highway network from Edirne to Urfa by putting the entire Ankara-Niğde highway, which is 1915 kilometers long in total, into service. The length of the highway, on which the 101 Çanakkale Bridge is also located, is 1915 kilometers, including the connection roads of the Malkara-Çanakkale Section. Part of the highway, the 100 Çanakkale Bridge will be 'the world's largest suspension bridge with a medium span'. It has a middle span of 2023 m, referring to the 2th anniversary of our Republic. With this highway, it will be possible to get between Istanbul and Çanakkale in 20 hours and 6 minutes. The Dardanelles Strait can be crossed in 163 minutes. We are implementing the 45-kilometer Aydın-Denizli Highway Project. One of the important sections of the Northern Marmara Highway is the 26 kilometer Hadımköy -Ispartakule - Başakşehir Section. We shape our transportation planning according to emerging and technological developments. With the U-ETDS system, passenger and goods transportation is also under close follow-up. This is one of our practices that sets an example for sectoral digitalization. Micro mobility solutions; It serves to provide easier access to public transport lines. It reduces dependence on motor vehicles. It enables us to use the areas in the city more efficiently and reduces carbon emissions. We have prepared a detailed roadmap with the 'Accessibility of Passenger Transport Services Project'. As a result of the studies, we determined the basic strategic actions and created the pilot projects. We realized these together with the high participation of service beneficiaries and service providers.”
DEATH ACCIDENTS DECREASED WITH SAFE TRANSPORTATION INFRASTRUCTURE

By switching to eco-friendly modes of transportation with shortened roads, urban rail system lines and High Speed Train, we saved $353 million in CO10,3 emissions and saved 2 million dollars in paper by moving public services to a paperless environment. In addition, I would like to remind you that our citizens' ability to complete their transactions without going to public institutions by using e-government saves 20 billion dollars in time, and this is reflected in the Public Workforce Efficiency as an increase.”

Minister Karaismailoğlu, stating that transportation and infrastructure investments form the basis of a rapidly developing and growing economy like Turkey, said, “The key concept for these fields, which serve as the backbone in every field from industry to trade, from transportation to employment, from regional development to participation in social life and economy, is 'integration'. Our determination in our main goal of protecting our 'national independence' based on the 'national economy' also directs us to increase and strengthen the infrastructure investments, which are the trigger of development, in an integrated manner. That's why we evaluate alternative financing models that are used all over the world. One of these methods is Public Private Partnership (PPP). Globally, the need for infrastructure investment will reach a total of $2040 trillion by 94. For this reason, there has been a serious trend towards the Public-Private Sector Cooperation method in the last 30 years. Today, the PPP model is preferred in different sectors in 134 countries. PPP projects in transportation projects, especially airports, are attracting great attention. In the last 20 years, we have completed airports, ports and 37,5 kilometers of highway infrastructure with an investment of 1250 billion dollars. Turkey is the 3rd country with the best performance in Europe after England, which is the pioneer of the re-development of the PPP model, and France, which uses the hybrid PPP model very effectively with European Union funds. When the investments made with the PPP Model in the field of airline, road and seaway are examined, the income-expenditure balance will come to a head-to-head point in 2024. The income we will generate from 2025 will exceed the payments we will make. Thus, when the transportation sector is evaluated in general, net cash flow will be provided for the projects made with the PPP Model. Therefore, our state will have additional income,” he said.
WE SAVE EQUIVALENT CARBON EMISSIONS TO A TOTAL OF 780 TREES ANNUALLY
“The construction method of the projects is evaluated with the common mind of our public institutions and is handled within the framework of the economic conditions of the relevant period and the strategic importance of the projects. Therefore, within the framework of the prepared feasibility and return on expenditure analysis reports, the PPP method or the traditional tender method, whichever is deemed beneficial in the project, is chosen,” Minister Adil Karaismailoğlu said, “With all our PPP investments we have made so far; Significant contributions were made to our country's economy, with an impact of over 26 billion Euros on gross domestic product, 58 billion Euros on production and over 1 million people in employment. On the other hand, creating environmental benefits has been one of our primary goals until today. With the investments we made for this purpose, the annual total; We achieved carbon emission savings of 975 million tons, paper savings of 20 million dollars, and carbon emissions equivalent to a total of 780 trees. With our transportation investments, our total savings in 2020 reached 13,4 billion dollars. We were proud of every project we opened, but we were never satisfied with it. We planned 10 years ahead. We have always worked to offer better and more beneficial to our people. These figures, which I have shared with you, are proof of the benefit we provide. Within the framework of the National Green Deal Action plan for the Green Deal, which aims to make Europe the first climate-neutral continent by 2050, we aim to develop sustainable and smart transportation, green maritime and green port practices and rail transport. In this way, we will reduce fuel consumption and emissions and expand the use of micro-mobility vehicles.
WE WILL CONTINUE OUR WORK TO REACH THE GOAL OF A STRONG, GREAT TURKEY
