Nuclear Regulatory Board, AKKUYU NUCLEAR A.Ş. approved the issuance of the construction license for the 4th power unit of the Akkuyu Nuclear Power Plant (NGS). Issuing the license allows all civil and assembly work to be done in the unit, including facilities important to nuclear safety.
The application documents required for obtaining the construction license were submitted to the Nuclear Regulatory Authority on 12 May 2020. AKKUYU NÜKLEER A.Ş. submitted the Preliminary Safety Analysis Report (ÖGAR), Probabilistic Safety Analysis, as well as a series of documents confirming the safety and reliability of the power unit, to NDK within the scope of the construction license application.
As a result of the examination of the application documents, with the decision made by the NDK, it was deemed appropriate to grant the construction license to the 4th unit of Akkuyu NPP. This license makes it possible to start the construction of all buildings and structures within the scope of nuclear safety, such as the reactor and turbine islands of the 4th unit.
AKKUYU NUCLEAR INC. General Manager Anastasia Zoteeva said in a statement on the subject: “Obtaining the construction license for the construction of the 4th power unit is a very important stage for our project. First of all, I would like to sincerely thank all my Turkish and Russian colleagues who contributed to the acquisition of this important document. Upon obtaining the license for the construction of the 4th power unit, we have completed the licensing process for the construction of our 4-unit nuclear power plant and verified the safety, integrity, validity and uniqueness of our project as a result of the evaluations of our Turkish colleagues from the Nuclear Regulatory Authority. We are now ready to start work on all 4 power units. At the beginning of next year, we are starting to build the foundation plates for the 4th unit nuclear island buildings.”
Before the construction license was obtained, preparatory works such as ground surveys and excavation were carried out in the 4th unit construction site, in accordance with the limited work permit dated 30 June 2021. By the end of this year, it is planned to start the construction of the sub-foundation concrete slabs of the reactor and turbine buildings, and then strengthen the foundations.
The licensing process for Turkey's first nuclear power plant entails obtaining approximately 120 different licenses, permits and approvals from various government agencies of the Republic of Turkey. Until today, key licenses and permits such as the EIA (Environmental Impact Assessment) positive document, electricity generation license, limited work permits and construction licenses for four power units, and the Eastern Cargo Terminal operating permit have been issued within the scope of the project. In the coming period, the Nuclear Regulatory Authority will evaluate the license applications for each of the four power units under construction, such as putting into service, fuel loading, commissioning and licensing of operating personnel.
Akkuyu NPP field has become one of the world's largest construction sites in the nuclear energy sector. Akkuyu NPP site, where more than 13 thousand people work, has more than 70 construction equipment and vehicles, including over 1000 tower cranes. All work carried out in the field is carried out under the close supervision and coordination of all relevant public institutions and organizations of the Republic of Turkey and independent nuclear construction inspection organizations.
