The Ministry of Interior sent a new circular to the governorships of 81 provinces within the scope of coronavirus measures. In the circular, new issues regarding the "Measures for Entry into the Country" were included.
The circular issued by the Ministry of Interior is as follows:
“In order to prevent the entry of new variants of the coronavirus (Covid19) epidemic into our country, with our interest (a) Circular, entry measures to be applied at all land, air, sea and railway border gates have been implemented as of July 1, 2021, and with our interest (b) Circular, countries from Afghanistan and Pakistan Quarantine measures to be applied when entering the country have been determined.
In line with the views of the Ministries regarding the developments in the world and in our country in the course of the epidemic, the measures of interest (a) and interest (b) to enter the country (excluding the parts related to Afghanistan) brought with our circulars have been abolished and the new measures determined below will be implemented as of Saturday, September 4, 2021. considered to be implemented.
1. The practice regarding the already suspended flights to Brazil, South Africa, Nepal and Sri Lanka will continue until a new decision is taken and direct travel from these countries to our country will not be allowed. Persons who come from another country but are found to have been in Brazil, South Africa, Nepal and Sri Lanka in the last 14 days will be required to submit a negative PCR test report made maximum 72 hours before entering our country, and these persons will be requested to submit a PCR test report at the places to be determined by the Governorships (provided that they cover their own fees). will be quarantined for days. If the PCR test result on the 14th day of the quarantine is negative, the quarantine measure will be terminated. Those with a positive PCR test result will be isolated from the date the test result is positive, and the measure will be terminated when a negative result from the PCR test is obtained at the end of the 14th day.
2. Persons coming to our country from Bangladesh, India and Pakistan will be required to submit the PCR test result with a negative result maximum 72 hours before entering our country.
Those who came directly from Bangladesh, India and Pakistan, and those who were found to have been in these countries in the last 14 days; those who documented that they had at least two doses (single dose for Johnson & Johnson) of vaccines approved for emergency use by the World Health Organization or our country, and that at least 14 days have passed since the last dose they will be exempted from the quarantine application when they enter our country. Those who cannot document that they have had at least two doses (single dose for Johnson & Johnson) of the vaccines approved for emergency use by the World Health Organization or our country and that at least 14 days have passed since the last dose will be quarantined at their residence or at the address they will declare, and will be subjected to PCR testing on the 10th day of the quarantine period. If the PCR test result on the 10th day is negative, the quarantine will be terminated, those who do not have a PCR test on the 10th day will be kept in quarantine for 14 days. If the test results are positive, the current pandemic guidelines published by the General Directorate of Public Health of the Ministry of Health will be followed.
3. Regarding the entry of people who came to our country from Afghanistan and those who are understood to have been in this country in the last 14 days, the provisions of our Circulars (a) and (b) will continue to be applied exactly.
4. Persons arriving from the UK, Iran, Egypt and Singapore will be required to submit a negative PCR test report up to 72 hours prior to entry.
5. Except for the ones listed in the first four articles, at all border gates (land, air, sea, rail) from other countries, they have received at least two doses (single dose for Johnson & Johnson) of the vaccines approved for emergency use by the World Health Organization or our country, and that the last dose is the lowest. Those who submit a document issued by the relevant country's official authorities stating that at least 14 days have passed or that they have had the disease in the last 28 months, starting from the 6th day of the first PCR positive test result, will not be required to submit a PCR/rapid antigen test report with a negative result, and quarantine measures will not be applied for these individuals. 28. Starting from the date of the last 6 months, those who present the document issued by the relevant country's official authorities stating that they have had the disease will not be required to submit a PCR/rapid antigen test report with a negative result, and quarantine measures will not be applied for these people. In case of failure, a PCR test report with a negative result maximum 72 hours before entry or a negative rapid antigen test result made within maximum 48 hours of entry will be requested.
6. Children under the age of 12 will be exempted from vaccination certificate applications with a PCR/Antigen test report when they enter our country.
7. In order not to adversely affect foreign trade, aircraft-ship crews, seafarers considered as key personnel, and truck drivers will be exempted from the SARSCoV2 PCR test and quarantine application.
8. Within the framework of the above articles, documents such as vaccination certificate, PCR/Antigen test result to be requested upon entry to our country will be checked by the carrier company in the country of departure for passengers arriving by air and sea, and for passengers arriving by land/railway public transport. The responsibility arising from the admission of those who do not have a certificate will be borne by the carrier company.
9. Persons who will enter our country from all our border gates by the Ministry of Health will be able to undergo PCR testing on the basis of sampling at their destination. In this context, people will be allowed to go to their final destination after the test samples are taken, and if the test results are positive, they will be treated in line with the COVID 19 guide of the Ministry of Health. Those who have close contact with people with positive test results will be put in isolation for a period of 14 days at the addresses they have determined, and if the PCR test results to be performed at the end of the 10th day are negative, the isolation conditions will be terminated. Isolation conditions of those who are found to be carrying the delta variant will be terminated at the end of the 14th day without PCR testing.
10. 10.1 From our citizens who will enter our country through our border gates, that they have received at least two doses (single dose for Johnson & Johnson) of the vaccines approved for emergency use by the World Health Organization or our country, and that at least 14 days have passed since the last dose or starting from the 28th day of the first PCR positive test result. Those who document that they have had the disease in the last 6 months and those who submit a negative PCR test report made maximum 72 hours before the entry or a negative rapid antigen test result made maximum 48 hours before the entry will be allowed to enter our country.
- 10.2 Citizens who cannot present the documents or test results specified in Article 10.1 will be allowed to go to their residences after applying the PCR test at the border gates, and those who have a positive test result will be isolated in their residence.
- 10.3 Our citizens, who are allowed to enter the country in this way, will be isolated at their destination in a way to be determined by the Ministry of Health, and isolation will continue until they submit a negative PCR test report. Regarding the above-mentioned measure, by the Governor/District Governor and Border Gate Local Administrative Officers, in cooperation with all public institutions and organizations working at the border gates and within the framework of other relevant legislation provisions, in order to take the necessary decisions and not to cause any disruption in practice; I will.”
