In the parts of the Northern Marmara Motorway built with the build-operate-transfer (BOT) method, 1.4 billion TL was paid to the operator Kalyon, Cengiz, Kolin, Limak, RYS İnşaat and Pak Investment partnership due to the “vehicle crossings remaining below the guarantee limit”.

The AKP's “guaranteed pass” bridge and road projects continue to be on the agenda because of the passages below the guarantee limit and therefore the bills are paid to the public.

The Yavuz Sultan, Osmangazi bridges and the Istanbul-Izmir and Northern Marmara highway projects, which left their mark on the last period and known as "mega", were tendered by the Build-Operate-Transfer (BOT) method. Accordingly, the company or partnership that won the tender will operate the bridge and the highway for a certain period of time after completing the construction and then transfer it to the state. The state guaranteed vehicle passage for these projects. Transitions are determined as foreign currency. In case the vehicle passes are below the warranty limit, the state pays the difference. In this context, a guarantee payment was made for Yavuz Sultan Selim and Osmangazi bridges during the year.

According to the news of Olcay Aydilek from HabertürkPayments for the parts of the Northern Marmara Motorway that were put into service were also on the agenda due to the “vehicle passes below the warranty limit”. According to the report, the state operator paid 1.4 billion TL to the company. The Northern Marmara Motorway; Kalyon, Cengiz, Kolin, Limak, RYS İnşaat and Pak Yatırım joint venture groups run many "giant" tenders organized by the state during the AKP period.
