In the circular sent by the Ministry to the governorates, physical contact, respiration, etc. It was emphasized that the coronavirus (Kovid-19) epidemic, which can be transmitted very rapidly and increase the number of infected people all over the world, in order to manage the risk posed by public health, by reducing social mobility and interpersonal contact, and ensuring the absolute social isolation.

Otherwise, the spread of the virus will accelerate, increasing the need for treatment with the number of cases; It was pointed out that it would cause serious deterioration in public health and public order.

The circular reminded that with the Ministry circular dated 03.04.2020, all entrances / exits to be made by land, air and sea from 30 provinces with metropolitan status and Zonguldak province were restricted / banned until 18:2020 on Saturday, April 24, 00, and that the period will expire as of tonight. . However, in the new circular, in which the threat of epidemic disease continues in our country as in the rest of the world, the Scientific Committee for the continuation of the measures taken in terms of managing the risk caused by this epidemic / infection in terms of public health and public order, ensuring social isolation, maintaining the social distance and controlling the rate of spread. and in line with the recommendations of the Ministry of Health and the instructions of President Recep Tayyip Erdoğan; It was stated that it is appropriate to continue the city entrance-exit restriction / prohibition in metropolitan cities and in Zonguldak province.

In this context,
  • 1- Our 30 provinces with metropolitan status (Adana, Ankara, Antalya, Aydın, Balıkesir, Bursa, Denizli, Diyarbakır, Erzurum, Eskişehir, Gaziantep, Hatay, Istanbul, İzmir, Kahramanmaraş, Kayseri, Kocaeli, Konya, Malatya, Manisa, Mardin, Mersin , Muğla, Ordu, Sakarya, Samsun, Şanlıurfa, Tekirdağ, Trabzon, Van) and Zonguldak province; All entrances / exits from the provincial borders by land, air and sea (public transport, private vehicle and pedestrian, etc.) will be temporarily stopped for a 18-day period starting from 2020:24.00 on Saturday, April 15, XNUMX.

In the circular sent to the governorships, the Ministry of the Interior asked the Governors / District Governors to take the necessary decisions promptly in accordance with the relevant legislation, to avoid any problems in practice and not to cause grievances.
The necessary judicial proceedings will be initiated within the scope of Article 282 of the Turkish Penal Code regarding the behaviors that constitute a crime in accordance with the condition of the violation, in particular to the administrative fines, in accordance with the article 195 of the Public Sanitation Law, to the citizens who do not comply with the decisions taken.
