16 July 1920 Grand National Assembly Government was established in Eskişehir in order to operate these lines by seizing the railways outside the occupied areas. Colonel Behiç (Erkin) was appointed as the head. Konya-Yenice and Afyon-Usak lines Military inspector Vasfi Bey's order, Ankara-Eskisehir, Eskisehir-Bilecik, Eskisehir-Konya and Toros-Amanos parts were given to Behiç Bey's orders.
