İMO's Corlu Train Disaster Report Announced

The report prepared by TMMOB Chamber of Civil Engineers regarding the train accident that caused the death of 25 people in Çorlu district of Tekirdağ has been completed. In the report, which is called “the guilty of the incident is not rain”, it was emphasized that there were tiles and marble pieces in the culver filling on the renewed railway line, and that the filling was not created in accordance with the technique.

It is seen that the railway line passes through the farmland. In areas where agricultural lands pass, the carrying capacity of the ground is weak. In the photos taken, it is seen that due to the inadequacy of the ballast and lower ballast layers, it loses its function and even disappears within the natural ground. Technically, this is called stop ballast ingestion.

No information regarding the collapse, collapse and slipping and discharge of the railway line was taken into account. We also want to know that the necessary maintenance and controls are not taken into account by taking into account the rains that fall, and that this accident should not be attributed only to the latest rains!

Railway incidents or accidents are not very common. The railway has taken its place among the transportation types in the security ranking. This determination, which can spread throughout the world, is not the output of spontaneous processes; With the security potential of the rail transport, it is an expected result of the inspection and maintenance of all railway components as a whole, with a certain (traditional) discipline. Shinkansen, the world's first high-speed train that connects Tokyo-Osaka cities in Japan with the speed of 1964 km / h in 200, is a railway that has managed to provide service without any accidents.

The railway is safe, but it is the security understanding of those who manage the system in the background that makes it safe. The authorities responsible for the transport services of most developed countries clearly share with the public the inspection and evaluation reports of railway incidents / accidents occurring in their countries. This approach is also a product of the security concept that serves to consolidate rail safety (and its reliability). Railway incidents / accidents occur for reasons that can be explained, and they become instructive for lessons and measures to be taken so that they do not repeat. One of the main tasks of those who are responsible for railway transportation, which is a public service, is to evaluate the railway incidents / accidents in a transparent and objective way, to share the findings with the public and to determine and implement the measures to be taken so that the similar ones are not repeated.

Turkey In the 2013 Law on the Liberalization of Railway Transport entered into force. According to this law, while the General Directorate of TCDD is held responsible for the railway infrastructure, passenger and freight transport services have been established and TCDD Taşımacılık A.Ş. is enacted by law. These arrangements were made in the continuation of the personnel reduction practices initiated on railways in previous years. With the new law, the organizational components of rail transport and the relations between them have been redefined and established to a great extent. In this process, it is observed that century-old institutional accumulation and many of the employees' experience accumulations have been lost.

The institutions are as strong as the harmony between the units that make it and the relations between them and the sense of belonging that gives life to the employees. The golden rule that applies to all other institutions also applies to the TCDD: to make merit-based assignments, to observe the universal reason and conscience criteria in decisions and practices. Railways should be ensured to be an institution where employees are proud and proud to serve. The responsibility of examining the negativities in the context of cause and effect and sharing the results with the public in a transparent manner should be carried out with sensitivity as a requirement of public service.

The 8 derailment of the passenger train in Çorlu in July revealed the weaknesses and lack of inspections of the railway infrastructure in question.

Short periods of heavy rainfall in the region before the incident should be considered as an important signal for increasing the control of road and infrastructure facilities; however, it is understood that this data is not sufficiently evaluated.

  • A series of brakes to stop the train at short distances under special circumstances is one of the braking functions of the train. It is not advisable to apply it to the right sections of the road (aliyayes), although it is not recommended for safety reasons in curved sections. A series of brakes applied on railway lines whose infrastructure and superstructure are not in good condition can cause various geometric distortions such as buckling in the superstructure. In the event in Çorlu, it is considered that the train is derailed because the applied brake causes buckling on the rails.
  • After the incident, it was observed that the repair works performed in the orifice filling and in the line section after the orifice were not made in accordance with the technique. In these circumstances, it is inevitable that similar events occur in the same place.
