Istanbul Metropolitan Municipality (IMM), 15 kilometer Bel Sefaköy-Halkalı- 12 January 2017 has been awarded for the construction of Başakşehir Havaray Line. Alarko Alsim, Doğuş Construction, Building Center, KMB-Çelikler, Cengiz Construction, Gülermak-Nurol, Güryapı entered the tender. 7 company participated in the tender, 6 company offered the proposal, Güryapi was withdrawn.
For the construction of the line and the purchase of vehicles, Alsim Alarko offered the lowest bid with 1 billion 292 million TL. The second lowest bid came from Doğuş Construction Company with 1 billion 369 million TL. Alarko Alsim won the bid for the lowest bid was announced. However, an appeal was made to the Public Procurement Board (GCC) regarding the tender.
KMB Metro Construction-Celikler Construction Business Partnership, the most economically advantageous first and second bidder in the appeal of the tender results of the extremely low bid explanations argued that not suitable. Labor charges are below the minimum wage. Evaluating the claims of the owner of the objection agreement, the JCC did not find the allegations about the extremely low offer statements. ONLY TWO COMPANIES
The Authority concluded that Cengiz İnşaat A.Ş.'s proposal should be excluded from the evaluation since it does not meet the minimum amount of work experience. KİK, Alsim Alarko and KMB Metro Construction - Çelikler Construction Business Partnership, which decided that the contradictions could be corrected by corrective action, decided that the tenders of Cengiz İnşaat A.Ş. Doğuş Construction, one of the objection firms, applied to the GCC. The JCC has determined that Doğuş İnşaat uses a lower amount than the foreign exchange rate that should be used, and that when the appropriate currency conversion is made, the analysis price will exceed the bid. Thus, Doğuş Construction was excluded from the evaluation by the JCC decision. After this stage, it was decided that the procurement procedures should be carried out in accordance with the legislation.
As a result of the JCC decisions, the total 2 company was excluded from the tender, including the 4 company that gave the best two proposals. Geriye Gülermak + Nurol and Yapı Merkezi's proposals remained.
