Level Crossings Panel Final Declaration published: 22 January 2015 Date in Izmir, TCDD 3. Regional Directorate of Dokuz Eylul University and Transportation Safety and Accident, Research and Application Center (ULEKAM) organized by the Araştırma Hemzemin Passages Emniyet Panel Final Declaration was published.

Since the publication of the level crossing regulation 03.07.2013 for the first time, the regulation has been evaluated in all aspects by bringing together the parties related to level crossings in order to examine the application subjects in detail. The aim of the regulation is to reflect the academic views.

The results, recommendations and recommendations received from the panel on level crossings were reflected below by the Regulatory Board.

  1. In the last 10 year, the level of accidents and deaths in the level crossings decreased as a result of the improvement in the level crossings and this decrease should be continued with the improvement works.
  2. 10 pieces level crossing was made automatic barrier in the accident black points determined by the Regional Directorate of Highways. It has been stated that the work on the transformation of level crossings to the lower and upper passages under the responsibility of the General Directorate of Highways is continuing and new projects should be provided with traffic flow through completely lower and overpasses without level crossings.
  3. Since the distance between the railway and the highway in İzmir-Denizli line and the distance between them is 10 m, solutions should be developed for structural difficulties experienced during conversion of level crossings to different level transitions.
  4. It has been reported that the 30 of the accidents occurring in the railways occurred at the level crossings and the 35 of the deaths occurred in the level crossings. Due to the importance of level crossings, few academic studies should be increased.

  5. Railway level crossings should be integrated with urban signaling systems.

  6. In accordance with the Moscow Declaration, the UKOME sub-committees need to be made effective in order to work together and to work harmoniously.

  7. Level crossings that are open to pedestrian access must be in compliance with accessibility standards.

  8. In order to spread the traffic culture component under the human factor in order to reduce the level crossing accidents by giving weight to awareness studies in the regions where the accidents are experienced intensively;

  • ads etc.

  1. Organizing panels and symposiums at regular intervals in order to create awareness and safety culture; Informative meetings should be provided to the students in schools.
  • In the case of accidents occurring in level crossings, studies should be initiated to ensure that the investigation is carried out urgently and that the passage is opened to traffic as soon as possible.
  • The driver should be sanctioned by the police department to the traffic electronic control systems (eds) of the level crossings and the driver who does not follow the rules.

  • In order to improve the safety culture, a level crossing module must be added to the child traffic training parks.

  • In order to determine the travel moments, the data should be determined by the relevant institutions and notifications should be made within the framework of the principles specified in the regulation.

  • In level crossings, work should be done to ensure the transition comfort for all level crossings.

  • In studies related to local governments, work should be done by taking into consideration the relevant laws and inter-institutional cooperation protocol.

  • In the controlled level crossings, system application should be done to inform the train of the state of the passage.

  • In order to minimize the negativity of level crossings; Along with measurable parameters, it can be controlled-be made traceable.

  • A Risk Measurement Model should be established to include the possibility of an accident at each crossing and the measures to be taken and the measures to be taken in this direction should be shaped.

  • Measures to be taken at the crossing of each level should be determined in order of priority and level crossing improvement works should be directed accordingly.
