Amed is Preparing for 2020: Diyarbakır Metropolitan Municipality held the Amed Transport Forum, the first of the 2015-2019 Strategic Plan Forums.

The first of the Amed 2020-15 Strategic Plan Forums, which will carry Diyarbakır to 2015 with the slogan “Come, Let Me Plan Our Future Together” and organized under 2019 titles, was held at the Metropolitan Municipality City Theater Hall.

Citizens who could not attend the meeting via Diyarbakır Metropolitan Municipality's “DiyarbakirBB” Twitter and Facebook accounts were able to participate through social media and their suggestions were received. The opinions and suggestions put forward during the meeting are recorded and reported.

Fatma Tüzün, the Director of Strategy Development, opened the forum in which public institutions and organizations, professional organizations and non-governmental organizations and citizens attended the forum. Speaking on behalf of the 25 Personality Strategy Planning Group, Tüzün stated that they started the 6 months before the elections and stated that the main axes of their works determined the current state of the city, where the city went and where to go. One of the most important stages of this work is the participation of the public and in this context, said the forums are planning.

ANLI: 75 KILOMETRELIC BICYCLE WILL BE MADE

Making an opening speech later, Metropolitan Municipality Co-Mayor Fırat Anlı stated that the most important dimension of participation started with planning together. Stating that service providers and beneficiaries meet together on the same platform and participate in the planning process, Anlı said that transportation is one of the most common problems faced by modern society. Co-chair Fırat Anlı stated that their first priority in the field of transportation is “public transportation” and that only public transportation can solve the problems. Stating that their second priority is "pedestrian priority transportation", Anlı said, "We have to include a transportation policy in which pedestrians are liberated rather than dominated by vehicles." Stating that another priority is “ecological transportation with priority such as bicycle”, Anlı said, “Bicycle is both an environmentally friendly and health-friendly transportation. "We are planning to implement a 75-kilometer bicycle path network this period." Stating that “Light Rail System” is one of the most important topics for them, Anlı stated that feasibility and implementation plans for the Light Rail System were prepared and approved by the Ministry of Transport. Stating that they applied for a loan of 250 million lira to Iller Bank and updated their applications in this direction, Anlı stated that they aim to get a concrete result in this regard by the end of the year. Anlı stated that they also had a meeting with an official from China on this issue.

MULTIPLE TRANSACTIONS IN TRANSPORTATION

Anlı stated that with the expansion of the borders of the Metropolitan Municipality to the provincial border, in addition to the four districts in the center, the transportation of two more districts was carried out by the Metropolitan Municipality, and stated that other districts are also working to include this process. He emphasized that they are in an effort to turn companies working in this field into a "partner and partner of public transportation", not "competitors" or "a force to be eliminated". Anlı explained that in addition to the problems arising from the legislation, multi-headed transportation is also a problem and they are working towards it. Expressing that he believes that creative ideas will emerge in the instant meeting, he invited everyone to participate actively.

ERDEM: RESPONSIBILITY INCREASED FROM 600 TO 6000 KM

Can Erdem from the Metropolitan Municipality Department of Transportation made a presentation titled “Transportation Practices and Studies from Past to Present” on Diyarbakır transportation. He said that the Diyarbakır Transportation Master Plan covers 15 Km Rail System, 30 Km Bus Road, Bicycle Road Projects, Traffic Circulation Projects, Bus Line Route Projects, Pedestrianization Projects, Urban Traffic Improvement Plans and Projects. Stating that they are conducting their studies by making face-to-face interviews with 6.068 people in 25.686 households, Erdem said that they determined 71 traffic zones. Explaining that they looked at population, student numbers, employment and socioeconomic indicators while conducting the plan, Erdem stated that they ultimately transformed commercial taxis and gave TT plate to 1154 vehicles. Expressing that they purchased 84 municipal buses and carried 23 million 1 thousand passengers on 40 routes per month, Erdem explained that they built provincial and district bus stations and rural terminals. Stating that they have responsibilities for a road network of approximately 4 km in an area of ​​109.600 hectares covering 600 districts in the city center, Can Erdem said, “With the new legal regulation, our responsibility has increased to 17 districts. Our area width increased by 13 times to 1.535.500 hectares. “The road network in our area of ​​responsibility has increased from 600 kilometers to 6000 kilometers”. Erdem gave information about the construction of parking lots, overpasses and crossroads in the city center.

TARGET 17 COLLECTED TRANSPORTATION

Can Erdem said that they identified four main problems as “multi-headed public transportation”, “traffic density problem”, “pedestrian transportation problem”, “parking problem” and “transportation problem of disadvantaged groups”. Under the heading "Where do we want to go / Plan and projects", Erdem said that they aim to create a "15 + 8 kilometer Light Rail System". Stating that another of his works is the project of "pedestrianizing the city center", Erdem said that this will be followed by the 75-kilometer bicycle path project. Erdem stated that they will realize these projects as "Park, continue". Stating that they will integrate their work with parking lots and smart transportation systems, Erdem stated that they will make arrangements that will allow the access of disadvantaged groups. Erdem said that they will continue the Transportation Master Plan they have made in the city center, this time with the Transportation Master Plan to cover the entire province and ultimately aim at public transportation in 17 districts.

OKTAR: THE ROAD AND CAR PARK ARE NOT ENOUGH TO CITIES

In his presentation, Şeyhmus Oktar, Locomotive Depot Manager from the State Railways, started with Albert Einstein's words, “If I had 60 minutes, I would use 55 minutes to think and 5 minutes for action”. Oktar, showing that cities cannot be enough for roads and parking lots without planning and public transportation, made a comparison of road and rail systems on the basis of time savings, accidents and carbon dioxide gas emissions. Asking "Why the rail system", Oktar said that the share of the electric rail system in air pollution is 5 percent and the share of highways is 85 percent. He said it created -72 decibels of noise. Oktar also underlined that in accordance with the Occupational Health and Safety Law, the upper limit of noise in terms of health is 92 decibels.

RAIL SYSTEM SUDAN CHEAP

Comparing the energy used by the rail system and other transportation systems, Şeyhmus Oktar said that buses consume 1.4 times more energy, cars 6.8, planes 5.4 and trucks 7.5 times more energy than the rail system in transportation. Oktar, based on the data of the State Planning Organization, said that in the comparison of the cost of 1 kilometer road construction, a double road on flat land costs 1.9, highway 6, and the rail system 1.4 million dollars. Oktar underlined that the double road is 4, the highway is 12, and the rail system is only 3 million dollars in the rough terrain. Oktar dropped the note that expropriation for the highway and the subway for the rail system are excluded.

LOBBY FOR THE TRANSPORTATION SCHOOL

Şeyhmus Oktar suggested that there cannot be a rail system between Dağkapı and University due to the slope, and that this can be completed by cable car. Oktar, who made a proposal for parking under and above the Atatürk Stadium, suggested that an electric nostalgic tram or electric bus could be operated at certain times in the Sur. Oktar, who also suggested that lobbying should be done to open a Transport Vocational School in the region, said that the two-storey touristic bus, which offers free city tours in the spring and summer season, can add prestige to the city's identity.

CIVIL TRAFFIC INSPECTOR MUST BE CREATED

Mechanical Engineers Chamber Branch Secretary Suleyman Aydin criticized the paid parking on the roads, the interventions that affect transportation on the roads are late, he said. Uzeyir Evrenk, speaking on behalf of the whole Bel Sen Diyarbakir branch, said that public transport buses need to be integrated into the natural gas, and that civilian traffic inspectors commissioned by the protocol should be established.
